Four Routes · One Outcome

Choose your capital structure.

Saint Lucia offers four government-approved investment routes. All result in identical citizenship — only the capital allocation differs. Premiere Investr structures the file based on your asset profile and exit preferences.

Option 02

Approved Real Estate

$300,0005-Year Hold Minimum

Investment in government-sanctioned hotel and resort developments. Property may be resold after 5 years to another CBI applicant — preserving partial capital recovery.

Option 03

Government Bonds

$300,0005-Year Hold · Non-Interest

Subscription to non-interest-bearing government bonds. Full principal returned after 5 years — effectively a zero-coupon mobility instrument with capital preservation.

Option 04

Enterprise Investment

$3.5M+Job-Creation Required

For investors building or acquiring a Saint Lucian business with at least 3 permanent local jobs. Higher capital, but full operational control and equity ownership.

Capital Stack · NEF Donation Route

The all-in cost structure.

Total program cost depends on family size and chosen investment route. Below is the standard NEF donation route — the most common and capital-efficient option.

Cost Component Single Applicant Couple Family of 4 Type
NEF Government Donation $240,000 $240,000 $240,000 Non-refundable
Due Diligence — Main Applicant $8,000 $8,000 $8,000 Per file
Due Diligence — Dependents 16+ $5,000 $5,000+ Per dependent
Application & Processing Fees ~$2,500 ~$3,500 ~$5,000 Government
Legal & Agent Fees ~$25,000 ~$28,000 ~$32,000 Licensed agent
Estimated All-In ~$275K ~$285K ~$295K Excl. additional dependents
Family Inclusion · 2026 Rules

One application. Multi-generational citizenship.

St. Lucia's family inclusion is among the most expansive in the global CBI market — covering not just nuclear family but also parents and unmarried siblings under explicit conditions.

Spouse

Legally married spouse included at no additional NEF contribution. Documentation: marriage certificate, joint financial documentation.

Children Under 30

Children under 30, financially dependent on the principal investor, included. No age limit if physically or mentally disabled.

Parents Over 55

Parents over 55, dependent on the principal applicant, may be included. No age limit if physically or mentally disabled.

Unmarried Siblings

Unmarried siblings under 18 of the principal applicant or spouse may also be added — a rare provision in the CBI market.

5th + Dependent · Adult

Each adult dependent (over 18) added beyond 4 family members: +$20,000 NEF contribution.

5th + Dependent · Minor

Each minor dependent (under 18) added beyond 4 family members: +$10,000 NEF contribution.

The Strategic Killer Use Case

The US E-2 Treaty Investor Visa.

St. Lucia is one of approximately 80 countries that hold an active E-2 Treaty with the United States. This is one of the most underused but powerful applications of Caribbean CBI.

Treaty-Based US Access

Live and work in the US without an EB-5.

The E-2 Visa allows nationals of treaty countries — and St. Lucia is one — to enter the United States to operate a substantial business investment. The minimum investment threshold is significantly lower than EB-5 ($800K), often $100,000-$200,000 in a real US business.

The visa is renewable indefinitely as long as the business operates. Spouse receives unrestricted work authorization (any employer). Dependent children attend US public schools at in-state tuition rates.

Typical applicants: investors who don't qualify directly for E-2 (e.g., from non-treaty countries like China, India, Vietnam) acquire St. Lucian citizenship as the predicate, then apply for E-2 from there.

Tax Architecture & Lifestyle

0% on what matters — everywhere it matters.

Sovereign tax shield + Caribbean lifestyle.

St. Lucia imposes 0% tax on global income, wealth, capital gains, and inheritance for non-residents. Citizens who do not establish tax residency on the island simply hold the passport — they are not pulled into Saint Lucian tax filing.

The island itself remains one of the Caribbean's most considered destinations: 27,000 square miles of UNESCO-protected mountains, the Pitons, deep yacht infrastructure at Marigot Bay and Rodney Bay, and one of the highest concentrations of Relais & Châteaux properties per capita in the region.

  • 0% global wealth tax · 0% inheritance tax · 0% capital gains
  • Lifelong citizenship · transferable to descendants
  • Dual citizenship permitted (no renunciation required)
  • 10-year US tourist visa typically issued post-CBI
  • Common-law legal system · English official language
  • Eastern Caribbean Dollar pegged to USD since 1976

Frequently asked questions

The structural answers serious CBI applicants should have before committing capital — including the questions Premiere Investr's London Desk is asked daily.

Do I need to live in St. Lucia?

No. There is zero physical residency requirement. You are not required to visit St. Lucia at any stage — interviews can be held online or at approved overseas locations. The citizenship is purely a mobility instrument.

Will my home country know I have a second passport?

St. Lucia does not publish or share applicant data with foreign tax authorities. However, several countries (USA, India, China) require their citizens to declare additional citizenships. Premiere Investr's tax desk advises on jurisdiction-specific reporting.

How does the E-2 pathway actually work?

Once you are a Saint Lucian citizen, you may apply for the US E-2 Investor Visa using St. Lucia's treaty status. You typically must acquire the citizenship at least 3 years before the E-2 application to demonstrate genuine ties. Premiere Investr's US immigration partners handle the second-stage filing.

How rigorous is the due diligence?

St. Lucia operates multi-tier due diligence through licensed agents and independent international firms. Background checks include criminal, financial, business reputation and source-of-funds. Approximately 15-20% of applications are denied. Premiere Investr pre-vets every file to maximise approval odds.

Real estate vs donation — which is better?

Donation ($240K) is faster, cheaper, and zero-management. Real estate ($300K) ties up more capital but offers partial recovery on resale to another CBI applicant after 5 years. Most investors choose donation unless they want a Caribbean property anyway.

Can I add my passport later to other programs?

Yes. Many UHNW investors stack St. Lucian CBI with UAE Golden Visa, Maltese MPRP, Portuguese Golden Visa, or other instruments. Each unlocks different jurisdictional benefits. Premiere Investr engineers the stack based on your specific objectives.
